 This sounds like it is probably going to be a window manager issue. I'm
 going to bet that this is occurring for people who are using Gnome or KDE
 with the focus prevention settings on. In both of those cases it is likely
 that the windowing environment is not considering the user to have
 interacted with the application recently enough and that the dialog might
 be automatic and as such will not allow it to be given focus on creation.

 Does using the Buddies->New Instant Message menu entry with the mouse have
 this same problem? If it doesn't then the above is almost certainly what
 is occurring.
