Comment:

 The contact priority plugin (ships with the source, not built by default)
 allows some amount of this sort of configuration, though not on a per-
 buddy basis. It allows setting the scores by protocol and by local
 account. This can do what you want if your buddies are all biased to the
 same protocols/accounts. I'm not sure it could currently be expanded to
 work on a per-buddy basis as I'm not sure the contact priority code in
 pidgin has a way to take per-buddy data into effect, but that could likely
 be added if an appropriate patch were provided.
