 When a new message arrives, the pidgin system tray icon alternates between
 a "new message" icon and an empty area. The empty area and the icon are
 different widths, resulting in a continual repaint of my panel until I
 open the IM window.

 The effect is that every second or so my system stay becomes a few pixels
 wider and the rest of the panel has to respond by shrinking.
