 When a user has a lot of open chat windows and groupchat windows, the
 tabbed UI runs out of space.  I've seen other implementations of tabs
 (e.g. Spark and Exodus) that implement multiple rows of tabs for chats.
 The benefit is that you can pretty easily see and navigate to chats with
 activity.
