 Sorry, yes, you were right.

 Our custom GIMP shortcuts hadn't been updated for GIMP 2.4 series. The
 shortcuts' 'Start in' was set to GIMP 2.2's "C:\Program Files\Common
 Files\GTK\2.0\bin" resulting in GIMP using system-wide GTK+ rather than
 its own copy of GTK+ (which caused the errors on startup).
