 Right, perhaps the text should be modified somewhat in order to note this
 distinction.  For the most common use case, it shouldn't matter - most
 people don't care whether or not they are explicitly in the "Cc" field,
 they just want to receive updates when something changes.  The intent of
 the this functionality is to provide people with a explicit way to
 subscribe (as well as informing them about the implicit subscription)
 without triggering ticket update emails (with the additional benefit that
 they can unsubscribe if they haven't commented on the ticket).
