Comment:

 A plugin could certainly do it, though I don't believe it would be able to
 continue the existing log file (in case that matters). I'm not sure this
 is the right thing for pidgin to be doing itself however. Also, The
 Conversation menu has a New Instant Message item which summons a dialog
 which tab completes buddy names, so opening the buddy list to reopen the
 conversation tab is, strictly speaking, not necessary.
