 If a tab is open for a user "foo" and "foo" sends me a message, pidgin
 will generate the appropriate sound effect.  If "foo" sends me a message,
 but there is no existing tab for "foo", the tab will be created and the
 tray icon will start to blink/flash, but no sound is played.

 I am using pidgin 2.5.1 for Ubuntu 7.04.  No extra plugins.
