 I have the same problem. In 2.2.2, setting ICQ encoding to cp1251 worked
 perfectly, but it is not working anymore and latin gibberish is incoming
 with *any* setting of encoding. Unfortunately, I don't think that getting
 back to 2.3.1 is an option, since ICQ network started to prohibit older
 clients from connecting. I used to rollback to 2.2.2, but can not anymore.

 This is a critical issue for Russian-speaking users.

 What frustrating about it is:
  - It works fine in Adium (with CP1251 set in ICQ options) which is built
 on libpurple
  - It is a regression from 2.2.2
  - #5140 and #5519 describe the same issue. They were auto-closed after no
 activity on them
