 This was originally proposed in a comment on bug #5012 which has since
 been closed; I'm logging it as a new ticket since it's a little more
 detailed than just "fix animations" (which #5012 covered, as well as the
 bug of which that ticket was closed as a duplicate).

 "It seems like the smileys preview window could do with being a bit better
 designed in general, though, since large numbers of smileys fill the
 screen and become unwieldy to operate whether they're animated or not. I'm
 thinking a popup list with a scrollbar, and each entry has a small non-
 animated picture of the smiley in question and the text it hooks to."
