I think, despite being potentially confusing and a slight inconvenience,
this is actually working as expected. That is, IM conversation windows can
be created instantly, chat room windows cannot and as such we don't cause
chat room window creation to "take focus" whereas we do give focus to IM
windows. Also factored in is the fact that chat windows can take some time
to be joined which means the window may not show up for some number of
seconds so having the window "take focus" would potentially disturb the
user as they are interacting with some other tab.
Note that for existing (open or persistent and hidden) chats we should
give the window focus when clicked because we can show it immediately.
I'm open to thoughts about ways to make this better but I'm not sure there
are any.
