 On non-Windows platforms we have tended to leave it up to distributions to
 decide what plugins to enable by default.

 Displaying the plugins dialog by default is likely to confuse more people
 than it helps, the plugins dialog is confusing and full of text people
 tend not to read.

 The release notification plugin is only helpful on Windows (as on package
 managed distributions the fact that we have a new release is immaterial if
 the distribution has not packaged the new version yet).

 Having a Help->Update entry is not a bad idea though it would likely do
 just what the release notification plugin does currently and indicate that
 new version exists.

 Installing plugins by default on Windows is certainly something we could
 do though I'm not sure we want to get into the business of deciding which
 plugins those should be (I know I don't personally).
