Comment:

 The Google Talk team reported the following to me:

 "This is correct behavior. Xmpp is xml and per that standard a verbatim "
 and " are 100% interchangeable and indistinguishable in parsed xml.
 The only case where it matters to someone *writing* xmpp/xml is in
 attributes delimited by "...". Anyone reading xml that thinks these are
 different has a defective parser."

 In other words, it is the responsibility of the client to handle an
 unescaped quote properly.
