Comment:

 I can only reproduce this on Windows, so if this is a GTK+ issue then it
 is a GTK+ on Windows issue. I imagine it slightly more likely to be a
 side-effect of how GTK+ handles focus events and how Windows handles
 modality, though I can't be sure. Either way I think this isn't something
 we can do anything about.

 The gtk-demo application confirms that this isn't something we are doing,
 it has this behaviour on Windows (after being coaxed to work) and does not
 have this behaviour on my debian machine.
