Comment:

 I'm open to clever ideas for how to make the tray icon do what people want
 better, but at the moment I believe the current behaviour is desirable for
 at least some users and while I personally would rather it always show the
 buddy list I'm not sure I have a good argument for changing it (especially
 given that the 'Show Buddy List' menu item exists). An option to
 enable/disable activating of conversation windows instead of the buddy
 list seems like overkill to me.

 Setting to pending since unless something convincing or clever comes up I
 think it unlikely that this will be done.
