Comment:

 Right click the buddy list entry in the taskbar and hit Move, then press
 an arrow key once then move the mouse. Assuming Windows 7 hasn't changed
 that behaviour that should cause the buddy list window to snap to wherever
 the mouse is and let you position it where you want it to be.

 You have disabled all but one monitor and tried restoring the buddy list
 from the tray icon and it still shows up offscreen?
