New description:

 Pidgin 2.6.1 compiled from source on ubuntu 9.04 using the following
 options: --disable-screensaver --disable-startup-notification --disable-
 gtkspell --disable-meanwhile --disable-nm --disable-perl --disable-tcl

 In an IM window: Conversation -> Media -> Audio Call results in opening of
 a window (image attached).
 However, the other party (using google talk on windows XP ), receives no
 notification of the same.
