 GTK+ and Glib minimum version requirements changed per a vote on
 devel at pidgin.im.  Requirements are now GTK+ 2.10.0 and Glib 2.12.0.
 Update configure.ac and remove all preprocessor directives for these and
 earlier versions from the code.

 Blocker for release of 2.7.0.
