 I suspect you're probably missing x264enc. Debian based packages contain a
 gst-plugins-bad and gst-plugins-bad-multiverse. The encoder is in gst-
 plugins-bad-multiverse. `gst-inspect x264enc` will tell you if you have
 the encoder. If not it ought to be in a package as above.
