Comment:

 I have only seen this with XMPP.  What other protocols support chat
 topics?  Is it just IRC, or is there something else?  I don't think I have
 sufficient access to any IRC channels to change topic or access to any
 server to create a channel.  I will get you a debug log as soon as I can.
