 Hmm.  I'm not sure I like this.  I think it makes sense to drop add
 requests from people who we have added to our block list, but I think we
 shoudl NOT block add requests if our privacy setting is "allow only the
 users on my buddy list."

 Also, this check should happen in libpurple/account.c, not in the yahoo
 prpl.
