 1. libpurple/account.c:purple_account_request_authorization() should
 automatically reject authorization requests from usernames who are on our
 block list.
  1. libpurple/account.c:purple_account_request_authorization() should not
 automatically reject authorization reuqests from usernames who are not on
 our buddy list when our privacy setting is set to "allow only the users on
 my buddy list"
  1. libpurple/protocols/yahoo/libymsg.c should not call
 purple_privacy_check() check itself before calling
 purple_account_request_authorization()
