 /ping #target is censored  (that is, when the target starts with a #)

 Even though someone likely intended this, it's still a bug.  If it must
 stay, make a global "censor me" option.  I bet few will want it on.
 Who's the target market, pidgin users, or one of the pidgin devs who
 doesn't like being pinged?

 This worked not many versions ago.
