Comment:

 This image is in fact quite huge (5000 x 4068) for buddy icon purposes.

 Your test leaves out the fact that it needs to be scaled to something
 respectable. For, say, the accounts windows, that's 22x22, but for a
 protocol, maybe 96x96. If you add that in, as in the attached test, it
 takes much much longer to load.
