 What OS is this on?

 The network change code is completely different for Windows and Linux. If
 Windows, this is possibly a duplicate of #8229 (not the exact same
 symptoms per-se, but also likely fixed by
 [dbdaecf659b7d74cd50fad7c3d9bb621d9e8220e]).
