Comment:

 The issue is that I don't know *what bug we are discussing* anymore.
 Because, as I've said, if the issue is that Windows (per window management
 policy) requires that applications manually set dialogs parented to
 windows that are set to be always-on-top to be always-on-top themselves,
 then I find that a particularly poor policy decision and *in this specific
 case* one that I intend to work around by removing the code in pidgin
 which parents the dialogs in question to the buddy list window. That code
 was added to make using pidgin easier on devices like the Nokia tablets
 and has caused only problems for desktop users.

 Removing this code will mean that Windows default window placement policy
 will be in effect for these dialogs and thus we will remove the placement
 component of this issue entirely. And as I have been given no reason to
 believe these dialogs should be modal to the buddy list window they will
 thusly have no reason to be set as always-on-top anymore.
