Comment:

 Are you saying that when X-Chat is configured to use UTF-8, it gracefully
 handles ISO-8859 fallback?  (It might, but this would require additional
 configuration by the user, which we are not likely to adopt.)

 What you are trying to do is simply not something that IRC is good at.  It
 would not be difficult to write a plugin to handle this situation,
 assuming that the user's primary encoding is UTF-8 and they are willing
 and able to specify a secondary 8-bit encoding.
