Comment:

 What you're reading there is that there is a recognition that while the
 current behavior is problematic, there isn't an obvious fix that is
 necessarily correct.

 I still think that the fundamental issue is probably the same as what
 #1001 is about, but I'll reopen this as the symptoms are different.
