 I was experiencing this problem recently as well, though it seems to have
 stopped as of today. Not only was the contact list not loading in Pidgin,
 it was failing in Meebo as well, so perhaps it was more MSN-side problem?
 WLM2009 worked fine for me as well.

 The only things I've done between the time it worked and hasn't worked was
 traveling from one country to another, starting to use WLM2009 since
 Pidgin was failing, and blocking then unblocking all my MSN contacts via
 WLM.

 Another issue I've been having is related to MSN contacts being blocked
 immediately upon adding, as well as an ADL error. As I'm not sure if
 they're related, I've posted to ticket #8541 about the blocked users, and
 ticket #6702 seems to have a fix in 2.5.5 that should address the ADL
 issue.
