 I realize that I was not entirely clear in my last post.  I have been told
 the functionality exists in AOL's client for AOL users, but not the
 official AIM client.  However, many third-party "ccom" or "room owner"
 clients are built around this functionality.  The way it often works is
 that the ccom implements an operator system, and, being the first client
 in the room, handles all the special packets.  Users in the room can be
 specified as operators, and the ccom will listen for commands from them,
 it's really just a bot.  for example: a message "!kick <screenname>" from
 a privileged user would cause the bot to kick the given screenname out of
 the room, regardless of the operator's client.  an example of this ccom
 system in action can be found in many of the popular exchange 4 rooms,
 such as "chat4".  Please remember though, the users found in these
 chatrooms are not quite as polite as those whom many of us are accustomed
 to on IRC.
