 Fixes #7373, the new live messenger client now sends Segoe UI as the
 default
 font. Also why did we send CS=86? That stands for GB2312 in the windows
 world
 and will request the client to find a gb2312 capable font, which is
 probably
 one of the reasons why it picked a poor font for rendering English. The
 official client sends CS=1 which means default, so I am going to follow
 that
