New description:

 When a new IM arrives in a conversation tab, Pidgin can flash the taskbar
 button and update its system tray icon accordingly. On Win32, flashing
 works on IRC channels as well with the Windows Pidgin Options plugin (this
 is a bit mysterious, since without this plugin, Pidgin can do flashing
 already - but this is a side issue).

 I think a useful enhancement would be to allow the user to set
 flashing/systray notification individually per conversation/chat tab. A
 common use case is being on multiple IRC channels of different importance.
 For the less important channels, the user may wish to check if anything
 happened once in a while. For important channels, the user may wish
 instant notification.

 This seems to me like a core Pidgin feature, much like logging being set
 on or off per conversation. Similarly, there would be a new entry in
 Options: notify on new message.
