 Windows certainly has support for drive ejection notifications, pidgin
 just doesn't have any reason to ask for them.

 pidgin knows nothing about your USB drive or really even that it lives
 there, it certainly isn't listening for drive ejection notifications. It
 is quite likely that pidgin will crash as soon as it needs to access
 something that isn't already in memory. (Though it should cope with
 missing images by displaying placeholder images instead. It may also blow
 up as soon as it needs to write data to the USB device (depending on how
 that stuff all works).

 So this is neither a bug nor a feature, simply a consequence of the way
 things work.
