New description:

 The following patch will offset the position of the tooltip window  by an
 amount equal to the size of the cursor along the Y-axis.

 I find this to be optimal to the current implementation where the tooltip
 window tends to crowd around the cursor.

 This is a minor change, which should have no effect to the placement of
 the tooltip window other than to offset it slightly.
