 The function jabber_buddy_find_resource returns the resource with the
 highest priority, and among the resources of the same priority the one
 with the highest availability.  This means that a jabber buddy with at
 least one available resource can be marked as unavailable in the buddy
 list.  From my reading of the spec, the priority should only be compared
 when the resources have the same availability and a resource with a
 negative priority should never be preferred.
