 From Miranda patch ( http://persei.miranda.im/files/icq+.patch ) we can
 see that instead of using completely random value for FLAP header
 sequenceNumber, it is now selected from the list of `valid` hardcoded
 values.

 Considering that it seems that ICQ servers have been reverted back to
 normal I would suggest we should delay messing with the protocol until the
 next time AOL makes a move and close this bug.
