Comment:

 This is just a plain old workstation computer. PHP is not installed.
 I reset the system path as you instructed, and ran pidgin in debug mode.
 Same problem popped up. Pidgin Loads (appears in system tray) and then the
 box comes up saying the visual C error.

 I have attached the CMD log after I ran pidgin, and a screencap of the
 error.
