Comment:

 The trouble with making protocol libraries optional dependencies is that
 people forget to install them and then complain to use when things don't
 work. Granted those are among the least used protocols so the problems
 likely wouldn't be common, but I'm still wary of making that sort of
 change. But as I don't use Ubuntu or our PPA I'll let someone else chime
 in on this one.
