 The button is a stock button, changing the access key is not possible. We
 can change the key for the tab though. I'm going to change _Advanced to
 Ad_vanced, and since P is doubled on the main page I'm going to change
 _Proxy to P_roxy.

 I'm concerned that letting Enter submit the dialog is going to cause
 people to reflexively hit Enter without having correct finished setting
 everything. If they need a proxy for instance, need to tweak protocol
 specific settings, want to turn on mail notifications, etc. Thoughts?
