 I'm betting it's 3.12.3, which is the version in Gentoo unstable. See

 -release-notes.html NSS 3.12.3 release notes], especially the part about
 the NSS_ALLOW_WEAK_SIGNATURE_ALG environment variable.

 Does setting that fix the issue for you?
