 Yes, this is still an issue.

 For clarity: I'm talking about the Pidgin-specific scrollbook widget used
 in the mini-dialog for (eg) connection errors, not `GtkNotebook` as used
 in conversation windows. Making ctrl-pg[up/down] and friends work is
 probably a relatively small patch. Making the « and » arrows tabbable is
 rather more work. They could be turned into buttons which are borderless
 until moused-over, which would largely preserve the current appearance.
