Comment:

 I believe this blocking is occurring on the server side. I cannot send
 "http://slil.ru" (but can send "http://slil.r") in Pidgin, ICQ2Go (their
 web client), nor Sim-IM.

 I am therefore closing this as 'cantfix', however, if you find a client
 that can send that URL successfully over ICQ, comment on the ticket.
