 I believe this is a GTK+ issue that has existed for ages, and in fact is
 the reason why non-primary buddy entries in the tooltips are shortened
 from the full tooltip of the primary buddy (to mitigate this problem as
 much as possible). Though I would think that if the tooltip can fit on the
 screen at all GTK+ should display it, and the issue we were working around
 was a tooltip that was simply too tall to fit on screen at all.
