 [pp:wiki:listhandler The List Handler plugin] in the Purple Plugin Pack
 may do what you want (you should probably create a bogus ICQ account,
 search/replace on your blist.xml to move the buddies to the bogus account,
 and use the plugin to copy the plugins from the 'bogus' account to the
 actual account).
