Comment:

 For the purposes of this ticket telnet is a command line program used to
 connect to a remote server, in this case the desire is to test whether
 such a connection can be made, not to actually use the connection.

 Versions of Windows prior to Vista should all have a telnet client built-
 in, so you should simply be able to open up a Command Prompt and type
 'telnet messenger.hotmail.com 1863' and 'telnet login.messaging.aol.com
 5190' (without the quotes and one at a time) on the command line and hit
 enter and see what happens. If the connection succeeds the screen will
 clear and possibly print some characters and then eventually drop back to
 the normal command prompt (possibly only after you hit Enter once or
 twice). If the connection fails you will get a message indicating that
 after a short wait.
