#9367: aim:goim? URIs containing URL encoded characters not decoded

Component: unclassified | Version: 2.5.6
 Keywords: |
--------------------------+-------------------------------------------------
For example, my AIM username is my email address,
'sean.mcnealy at otherroute.net', and Facebook supplies a URI that can be
used by Pidgin to open a new conversation. The URI is:
   aim:goim?screenname=sean.mcnealy%40otherroute.net

I can't find for certain that screenname values are supposed to be URL-
encoded, but the AIM client can support this.

Current functionality is that the three characters "%40" are left in the
screenname, and this connects to no one.
