Comment:

 We can and cannot, depending on how you look at it.

 You see the idle time only sometimes because the servers report it only
 sometimes.  On some servers, issuing several WHOIS commands in a row will
 fill in that sort of extra information (which is normally returned only if
 the other user is on the same server that you are.)

 This is really an IRC server problem.
