New description:

 All users are using Pidgin 2.5.7 and in individual conversations the
 emoticons work fine.  In the conferences they do not.  They used to work
 and I think broke with 2.5.7.

 A little better explanation:  I can see emoticons when I type them with
 other text.  If I type an emoticon in the message by itself, I can't see
 them but others can see mine and I can see everyone else's.
