Comment:

 I first thought that checking the English box in the Pidgin installer does
 it.
 I then installed directly from Aspell's downloads, don't remember exactly
 what.

 Now, per your question I installed again, from
 http://ftp.gnu.org/gnu/aspell/w32/Aspell-0-50-3-3-Setup.exe . The weird
 thing is that it said "Aspell is already installed, remove?".
 I just ignored and installed w/o removing.

 Now it works :-)
