 That ticket predates this option move and is therefore no longer
 applicable as-is. The ability to have flashing chats is supported by the
 Message Notification plugin and it should work. If it does not work that
 is likely a bug and needs fixing.

 Are you claiming that with the Message Notification plugin loaded and
 configured to notify on Chats as well as on IMs chat windows (minimized or
 not) do not flash?
